Organized
in 1988, the Durham Council for Children with Special Needs
(DCCSN) is the Local Interagency Coordinating Council (LICC)
made up of professionals and parents whose goal is to ensure
that children ages birth to five with special needs receive
services that enable them to reach their potential. Each
county in North Carolina has an LICC as a strategy for developing,
coordinating, and providing a community-based, comprehensive
system of services for young children with or at risk for
disabilities and their families.
In
the fall of 1998, DCCSN was incorporated as a nonprofit
organization under IRS code 501(c) (3), the first in North
Carolina to achieve this status. To date, the Council
remains the only incorporated LICC in North Carolina and
is a leader and model for other LICC’s considering
nonprofit status. The Council
Member Agencies, staff, volunteers and parents are
proud of this distinction and strive for continued excellence.
We are honored to be entrusted with the coordination of
services for young children with special needs in Durham
County.
Mission
Statement
The
Durham Council for Children with Special Needs was established
to promote cooperation and joint planning among the agencies
that serve families of children ages birth to five with
special needs in Durham County in an effort to:
• Provide these children with early intervention
services in the most natural setting possible
• Provide services to support parents of children
with special needs
• Utilize existing resources to avoid duplication
of services to the maximum extent possible
